Allow players to close the map vote once they finish voting, so it doesn't take up the entire screen and they can use text chat

EDIT: Map vote also causes massive frame drops on low end computers and laptops so that would be nice to not have to deal with for the whole vote time

So basically when you damage/kill someone with phoenix it doesn't count as you damaging/killing them, and it doesn't show in logs. Evidence of Notchosen RDMing me then me dying from his phoenix:

On the map ttt_sandraiders_b2 you can get up to 9999 reserve SMG ammo by clicking E on some ammo boxes at the back of all of the cars (under the pod) so players can get inf ammo in a lot of over powered SMG's that they can just spam
