It wouldn't be directly healing, more of a situational 25% damage reduction that only works within a certain period of time. Kind of like BloodBorne. If you're sniping people and not being shot at, you don't heal at all. If you get the shit shot out of you in a gunfight but manage to kill the other person quickly, you regenerate some of the damage you took. If you get the shit shot out of you in a gunfight and don't kill the other person, you don't heal, and your shit is still shot.
Also, 40% mobility is a lot, but it's a temporary buff to help you escape from the scene of a fight more quickly. It still wears off after a few seconds, and it shouldn't stack.
Dank is absolutely fucking amazing, and it should be on every Rotting weapon. (Just to piss Terran off.)
