Vote Ban Doesn't Work

Hey just wanted to let you know that vote ban currently doesn't work. I used it recently to try and ban someone who was mass rdming, because I couldn't get a hold of an moderators. Later he was able to rejoin in a couple of minuets.

This has been around for awhile, and I still wonder why it's not fixed.

The voting system in general has been very flawed for a very long time and I'd honestly be more in favor of removing the rank

+member as a rank is sort of like an imaginary step between actually doing something as a mod and literally nothing as a member

It feels like the entire rank is a waiting period to prevent people from applying too fast for moderator

Member is already meant to "filter" people who aren't minges from everyone else, what is +member meant to filter? Members who are minges?
