Woouldn't 'No Drop Chance' then count as being Exotic? Since Exotics don't drop and are from other means?

Probably from quests. They can't be dropped, but are still able to be gotten legit without it being spawned/bought with IRL money, e.i the donator token thing you all got from the forerunner package.
