Coming from World of Warcraft They used to do this lovley back in MoP where pvp gear would be pvp oriented and have pvp stat/buffs... while pve had their version. I dont think we would need to go to the extent of making whole new items/values, but maybe keeping the damage value the same across the board right now as they stand and then componentizing pve damage separately and having it be scaled up by a %+.
