It would basically be the opposite of my bloodlust suggestion. It enfeebles the target, reducing speed and damage by 10% as a stacking effect. It seems like a nice improvement to the ice suffix

That's OP also - especially if you pull this on an event round of some sort.
And my HUGE could rape people with it's ice suffix - at the end, it just stops the person from moving with all of the stacks, you want to take his defences fully?
Then this suffix will become OP.
