its not hard to shoot someone once from a distance if it proc you move on if not you wait for it to cool down then try again just hitting people in the leg. eventually your either get a couple of people then just jump into the "void of death" and everyone's dead.
That's a lot of determination to do, but it'd be simple if the damage you take exceeds X, say 300 in one blow, then it doesn't transfer.
But still. How often do you manage to proc, say, suffering on X different people with a limited window of opportunity using a suffix that'll stop after Y time? I getcha, but I feel like you're picking at straws here. There are more legitimate faults to the idea I posted here.
