[Buff] Walk on Fire

So right now walk on fire doesn't really work as intended. The proc it self had its chances put back to the higher than most other chances on average lowest being 1 in 15. Not only that but the proc itself doesn't actually stay active for the time the its suppose to I have had multiple occasions where the proc after doing a couple of tics stops doing damage or sometimes it just doesn't work at all doing little to no damage whether the person is moving alot or barely at all.

Really I just want it to work like it says and actually stay active for the time it says.
