Let's do 5 maps as an example. This is round 1.
Round 1:
Map 1: 100%
Map 2: 100%
Map 3: 100%
Map 4: 100%
Map 5: 100%
Map 3 is randomly picked. (Each map has a 100% chance, aka even. So its random.)
Round 2:
Map 1: 100%
Map 2: 100%
Map 3: 99%
Map 4: 100%
Map 5: 100%
As you see, Map 3 can't be picked because it is not 100%. So, one of maps 1, 2, 4 or 5 are picked. Let's skip ahead a few rounds.
Round 6:
Map 1: 99%
Map 2: 99%
Map 3: 99%
Map 4: 99%
Map 5: 99%
The last map to be chosen was Map 5 last round, which had the only 100% chance. Now all of the maps have a 99% chance. One of the maps is randomly picked. Map 4 is chosen.
Round 7
Map 1: 99%
Map 2: 99%
Map 3: 99%
Map 4: 98%
Map 5: 99%
Now, it will repeat!
Round 1:
Map 1: 100%
Map 2: 100%
Map 3: 100%
Map 4: 100%
Map 5: 100%
