How to use STEAM family sharing?

I want to share HL1 with a friend, but I don't know how to do it.

settings family and its right there just add his steam account

Inb4 he's trying to family share GMOD to an alt. But little do people know, I can detect family shared accounts (across multiple PC's), and if the main owner of the game is banned, family shared accounts will be too!
