I feel like the chance is low enough that it won't be that bad. People way back never actually got that salty about the ragnarok as it was a fairly impractical weapon instead of a deagle with op as shit stats. As long as the pistol is given actual downsides it should be fine.

Examples of possible downsides.

1 in x chance to drop weapon. (now it really is a ragnarok pistol)
1 in x chance to ragdoll yourself (ccd deagle style)
Just give it really bad stats like the ragnarok did, should probably be paired with another downside.
1 in x chance to jam losing rest of ammo in clip and forcing a reload.
1 in x chance to explode disorientating yourself and taking a small amount of damage also is loud.
Things like this and I'm sure brassx could think of many other ways of balancing it.

      When used it will walk forward on the ground for three seconds and will change effects based on what team you are on. When used by a Traitor will explode dealing 25 AOE damage in a small radius. When used by Detectives and Innocents will explode healing everybody in a small radius by 25 hp.
      This breaks the meta a bit, because you can use it to instantly prove your innocence, or any other role. I do not like the idea of that, so some changes would be needed.

      Unnerfed range might make this shotgun too OP for a legendary.

As long as it has a big enough spread I don't think there should be a problem with it being overpowered. Maybe the further away the bullet is, the less damage it does?
