Isn't the top item just worse mobility unless you are lucky and get at minimum 3 kills, but on it's like average 4.5. (Mobility stacking has been nerfed for a while now so it's not like it's actually much better when paired with mobility either.)

I'm somewhat unhappy with it as well. Mobility was just the first thing that came to my mind when I thought of a stacking buff that wouldn't make it overly broken.
