I think there should be a random rune that drops from Challenge Scrolls that allows you to apply a random Exotic glow effect to a weapon of your choice. For example, if I use the rune on my Sweaty Galil, it has a chance to give me the ECCD Snowflakes Glowy effect, the Azuredge sparkly glow with color change, the Megalodon's weird reddish thingy, etc.

No, these glows are suppose to make these weapons special, thered be no point if you could do it to any gun with a rune.
