Just started playing this week, but it seems that even if I level up it still has me as level 3.

Sometimes there is a visual glitch regarding leveling up, stating that you did level up visually but in all actualness you did not level up.
Unless this is more than a visual glitch I can't help ya.

I believe it is because you have yet to get the next exp required for it to be the next level. Just 1 shy.

The forums show you as level 4 now so I'm assuming you've leveled up. I'm guessing it was just a visual thing.
