I would like to see it named "Beelzebub's Mantle"
I would like to see this new vanity be a legendary for the sole purpose to give it a trait, a small one of course, to increase movement speed a little.

If it cannot be a legendary I would like to see it be donator only at 100-150 rubies.

-1 for the movement speed increase. If it's a vanity item it shouldn't give stats.

Unless it replaces the crowbar and is a melee, but instead of it being held you just wear the horns and increase run speed but you can't attack? (Also won't be purchasable by rubies that would be pay to win
)

Nothing that can be bought with rubies can't be bought with coins, and anything that affects gameplay cannot be bought directly with rubies.
