That's right, he's back on the lobby server. Be sure to enter before it ends!
For those who don't know Vega Hoistway, he shows up on the lobby server(in booth next to spawn), anytime a giveaway occurs. All you need to do is talk to him and press "Enter giveaway" to enter.
