I don't know what treasure keys are. I stopped playing a month or so after VoG was released. (I hit level 29, needed 1 more raid piece for 30 but lost interest in playing)

They are for the prison of elders, the next dlc released in 3 days I think they unlock a treasure chest once you get to the end of it.
No raid for the next DLC, prison of elders is replacing the raid.
