My only complaint about lobby is we need a better spawn teleporter, multiple options on where you end up, lake/shops/casino. All by choice.

I really don't want to get rid of the level cap. It'll just cause more problems for staff to have to deal with and theres really no need. Like Brass said, the lobby is a place for players to relax and for staff to not have to worry about things as much because it can all get very hectic and annoying.
I can see why people would think it would be good but in the end, its just a bunch of unneccassary problems for both normal players and staff.
Just redirect the low levels to ttt or tell them why/where to join so they will eventually get access.

Those are just assumptions though. We won't really know if that will mostly be the case until we try it. They can't RDM or anything. The worst they could do is verbal abuse, which is easily fixed.
Best case: We gain new players. That's a very good thing for the server.
Worst case: Staff have to spend a few mins of their time to get rid of a racist asshole/players block them.

I agree, even if they do join what is a rando gonna fuck up in lobby? Be a little annoying? Unless like someone puts a ton of work into it they cant do much.
