If it's under 85-90c you're fine. May decrease the cards life by 10-20%, but it aint gonna make your graphic card melt.
Also if you are getting a cheap pc go with the rx 480 it's the new value king. Performance of a 980-970 for $200-260. Depending if it's 4 or 8 gig versions.
