I did it my very first try. I Jihad'd, killed three to four people, and got the quest done.
Try to replicate this via incendiary grenades. If you die and someone jumps into the incend after you die and dies from it, see if it completes the quest. If so, that means having zero health counts as below ten and can complete the quest. The Jihad thing seems like it doesn't always work.
